The answer is this: no matter on which day Amavasya falls, we should not skip the good deeds or rituals prescribed for that day. There is no need to omit them.
On Amavasya, it is essential for men to perform Tarpanadi (ancestral rites). However, before performing Tarpanam, all the special pujas prescribed for that day should first be completed. After that, Tarpanam should be offered at the end.
No scripture or rule states that rituals or pujas should be omitted simply because it is Amavasya. Therefore, the prescribed observances of that day must be performed without fail.
