If a Tulasi plant is not available elsewhere, it is perfectly acceptable to buy one from a shop or nursery and perform Tulasi Pooja.
Ideally, those who already have a Tulasi plant at home take the seeds (manjari), sow them, grow the plant themselves, and then begin the Tulasi Pooja. This is considered the best practice.
However, if that is not possible, buying a Tulasi plant from a shop and performing the Pooja is completely acceptable.
