Can Thulasi be offered for all Archanas?

The answer is, Tulasi cannot be used for the worship of other deities, meaning for other gods.

For example, when we perform pooja to Bhagavan (Lord Vishnu), we offer Tulasi to Bhagavan's feet.

However, it is not permissible to do the same for other deities. It can be offered to Lakshmi Devi, there is no problem with that.

But the Tulasi offered to Vayudeva cannot be placed at Vayudeva's feet.

This is because Lakshmi Devi has a special presence in Tulasi, so that Tulasi (the used offering or Nirmalya) should be placed on Vayudeva's head.

Similarly, for Vayudeva, Garuda Deva, Sesha Deva, any gurus, or for the Vrindavana, if it needs to be placed, it should be placed on their head.

Alternatively, it can be offered as a garland. Even when offered as a garland, the Tulasi garland should not touch the feet.

That is how we should offer Tulasi. Since Lakshmi Devi's presence is there, it should not be offered to others at all.

Also, even when offering to someone else, it should be offered in a way that it does not touch the deity's feet.
